Summary:                    Deadlock on 1.4 pre-rc3, seems to be related either
to chanspy, queue or devicestate
Description: 
I attached output of "core show locks". After it locked, first it was tried
to see output of "queues show" and "core show channels", when that was
unsuccessful, "restart now" was invoked - that's why there are lot of
ast_begin_shutdown locks, however the problem was already before "restart
now" was called.
