Hello !
i have TE12xP pri card work on HP machine (proliant ML110 server)
asterisk version 1.4.16
zaptel version zaptel-1.4.8
kernel panic when call out
i downgraded zaptel to zaptel-1.4.7.1
and it working fine now

Your issues sounds like it might be related to Issues
http://bugs.digium.com/view.php?id=0012053.  Do you
have loadzone and defaultzone defined in /etc/zaptel.conf?
