Summary:                    High latency (satellite) hangup on internal calls
Description: 
Calls from polycom 601 phones with high latency (700ms) to voicemail or
echo time out after 15 seconds.  There are a series of INVITE retries
followed by timer expiration.

Closing out due to lack of response, and I strongly suspect oej's changes
fixed it.
