Summary:                    Codecs on Users page does not update correctly
Description: 
Creating a new 'user' after viewing a current user with a valid codec
selection makes the new user you are creating appear to have valid codecs
allowed. After saving the user and changing to a new user and back you then
see there are no selected codecs.

Please show me a screenshot or something similar, I am not exactly seeing
what you mean. Tried to reproduce in these steps:

A) Make a new user, assign codecs ulaw and alaw
B) Save
C) Make a new user, but I do not see what you mean after that
