Summary:                    [patch] CONFIG_FILE variable in Makefile already has
DESTDIR pre-pended
Description: 
In the Makefile for zaptel the CONFIG_FILE variable has DESTDIR prepended
at the begining of the file.  In install-utils: it is again prepended which
makes the check for $(DESTDIR)$(DESTDIR)/etc/zaptel.conf fail.

A patch is attached.
