Summary:                    [patch] zaptel Makefile doesn't use full path to
restorecon
Description: 
The zaptel Makefile doesn't use the full path to restorecon. Not using the
full path results in a build/install failure if the user building zaptel
doesn't have /sbin in their $PATH (e.g. not building zaptel as root).

Specify full path to restorecon instead of assuming it will be available
