Summary:                    Pseudo timer interface w/o hardware interfaces
Description: 
The pseudo timer interface that the zaptel framework driver provides will
open, but not provide any data if the zaptel framework driver is loaded,
but there are no actual hardware drivers loaded (or none of the ports on
the hardware is providing timing information).
