Summary:                    fresh reboot of asterisk server, TCP sip peers get
invite via UDP
Description: 
Weird issue, 

If we reboot our asterisk server (# sudo reboot), then let everything boot
back up.  SIP peers configured for TCP seem to default to UDP clients.  But
if we issue 'reload' from the asterisk cli or init.d script, the SIP peers
will be setup back to TCP.

I think the issue may revolve around DNS, too.  If I replace the 'host=' in
the SIP.conf file with an IP address, the issue goes away.

So, here is a guess to what is happening.  Asterisk is loading before DNS
is cached locally, then once DNS is cached, asterisk is still unable to
resolve the hostname?  For whatever reason, this cause SIP to default to
the UDP configuration.

Then, we reload asterisk, it can resolve DNS, TCP get loaded properly and
things are ok.
