Summary:                    [patch] Licensing of libss7 is confusing.
Description: 
The licensing of libss7 is confusing.  The README states that libss7 is
licensed under the GPLv2 (only).  Most of the source code has comments at
the beginning stating that the code is covered by the GPL, but does not
state which version (thereby implying any version).  One source code file
(ss7_sched.c) has comments indicating that it is covered by version 2 of
the GPL or any later version.  Two files (ss7test.c and ss7linktest.c) do
not have any comments regarding the license.  Also, a copy of the GPL is
not included (the comments in ss7_sched.c imply that you should have) -
it's also good practice to include a copy anyway.

There is no need to supply a patch; your patch won't be able to cover all
the things that need to be done, because we need to decide on Asterisk
licensing exception language and some other things internally at Digium
before making the changes to the file headers. I'll work on this today and
tomorrow and get it taken care of, and as a side effect the same
review/update process will be done for libpri and other projects.
