Summary: Builtin application NoOp is empty
Description:
I suppose in earlier version, NoOp used to print parameter if verbose level
is set to 3 or higher. However, in latest trunk, it is an empty function.
I think it is useful sometime if NoOp can print.

NoOp hasn't changed. It never did anything, and your verbosity level must
be 3 or greater for the PBX to print the NoOp to the console (core set
verbose 3).
