Hi!

Using Asterisk as H324M Gateway requires correct Q.931 signaling.
Currently Asterisk does not care about User Information Layer 1 signaling
in Bearer Capability IE.

unfortunately I stil did not have time to change the patch to use channel
datastore. Nevertheless I have updated the patch for Asterisk version
1.4.21.1
