Summary:                    [patch] add more bandwidth settings to the SDP
Description: 
Hi! The patch adds more bandwith settings to SDP:
1. add b=TIAS:..... (the standard conform way, RFC3890)
2. add the MaxBR parameter to H263P SDP line. This is an obsolete method
but does work fine with eyebeam/xlite.

The BW setting can be applied in sip.conf using the global parameter:

maxcallbitrate_h263p=x    ; x= kbit/s
                          ; e.g. 80 kbit is fine for SIP<-->H324M calls
