Summary:                    PRI link fails dropping all the active voice
channels
Description: 
Sometimes Asterisk resets D-Channel port of the PRI interface and all the
active communications fall down. This could take down until 30 voice
channels. We cann't identify when this happens. During a week we had no
problems but other weeks we have had errors all the days and several times
a week (i.e. one day 8 times).

[Jun 19 12:29:40] WARNING[14561] chan_zap.c: No D-channels available! 
Using Primary channel 16 as D-channel anyway!

The software realeases we are using:

* Asterisk 1.4.19
* Asterisk Addons 1.4.7
* LibPRI 1.4.4
* Zaptel 1.4.10.1

We are having this problems with Telefonica, a telco company from Spain.
We have being working with its technicians and they say that is the
asterisk which resets D-Channel and not the network.

We have reproduced this problem with two different PRI cards: TE110P and 
TE2XXP.

We now use the same software versions elguero used and we continue with the
same problems.

I have uploaded a new debug file with more detailed information. The
disconnect is raised from the network and during some seconds/minutes the
D-channel is down and the call are dropped. Initially the telco said to us
that the disconnect petition came form the Asterisk (as you can see in the
telco-company-debug.txt file) but after revising the Asterisk debug
(traceo_20080625_1020_en.txt) it's clear Asterisk accepts the disconnect
petition that comes from the network. Telco did bad its tests.

Now we are trying to ascertain why the network sends the disconnect to the
Asterisk. The telco told us yesterday there were a lot of "parked" calls in
the PRI interface. It's the only clue we have.
