Zaptel don't send DTMF tones correctly on FXO lines. For instance when
trying to dial out a number.

Just a few thoughts:

1. you can listen to that line by connecting an extra analog phone in
tandem on that port.

In this case you'll have to pick it in the right time after the FXO port
has started dialing. This should allow you to listen to the tones. From
what I understand the generated tones should not have changed (except for
Brazil).

You are correct here. But just note that DTMF detetion is done in Asterisk
so this loop test is also something you can do yourself with the extra FXS
port you have.
