Summary:                    REGRESSION: DTMF generation problem

Zaptel don't send DTMF tones correctly on FXO lines. For instance when
trying to dial out a number.

I do have the same (or possibly a related) issue with zaptel-1.4.8.  Using
a TDM400p (wctdm) I am not able to make calls outbound calls.  I don't get
a dial tone, It appears as the call is going to go through but I get the
"number dialed is incorrect" message from AT&T.  It is as if the telco
isn't getting the numbers.

This issue did not occur with zaptel-1.4.7 or 1.4.7.1
