Summary:                    The ring option in queue doesn't work if no audio
has been played previously on the channel
Description: 

My dial plan answers the phone and immediately drops the call in to a
queue with the flags tr.

The caller doesn't hear any ring tone as they should.

If I add
Playback(silence/1)
prior to the queue call, then the ring signal is sent.

I've attached the whitewashed versions of the configs you requested. The
phone number and secrets have been blanked.

Please don't laugh too much at my extensions.conf. It grew rather
organically. :)
