It's still an issue. xpp/Makefile is smart enough to know we don't build
USB, but the main makefile is not. 

Making the main makefiel smarter (or removing the explicit list of modules
from it altogether) is something that can be done now as part of separating
the kernel/ or immediately afterwards.
