Description:
Zaptel don't send DTMF tones correctly on FXO lines. For instance when
trying to dial out a number.

I uploaded zaptel.conf/zapata.conf and trace_ex because kpfleming requested
it on asterisk-dev.
There is nothing really interesting to see on these traces:
- chan_zap tries to dial out a number using deferred dialing.
- the number appears to be dialed ok
- chan_zap then engages echo training with a new dial string
- the dial string appears to be dialed ok
At that moment we hear the dial tone like if nothing was dialed at all.
