Summary:                    [patch] per-channel alarms in Zaptel
Description: 
Zaptel only allows reporting alarms for spans. However there are cases
where we would like to report an alarm for a single channel. For instance,
an FXO port without battery cannot send calls, and should report that
status.

Currently when a span sets itself in alarm, it sends out alarm events on
all channels. When Asterisk gets an alarm for a channel it hence checks the
span for the alarms status.

We would like to allow Zaptel drivers to set alarm on a specific channel.
This also requires allowing userspace to query for channel alarm status and
setting Asterisk to check for Zaptel channel alarm status as well in case
it receives an alarm on a channel.
