Summary:                    wctdm24xxp / wctdm drivers can generate erroneous
battery alarms depending on location.
Description: 
In some locations, there are short glitches in the battery alarm from the
telco that causes zaptel to generate battery alarms when it takes an FXO
line off-hook.

This patch will cause more problems, because sensing of momentary battery
drops is still important and changing the debounce timer like this will
break it.

Please checkout
http://svn.digium.com/svn/zaptel/team/kpfleming/battery_alarms and see if
that branch works for you; the alarm generation code has been completely
reworked and will only generate alarms for battery loss of 1 second or
longer.
