Summary:                    REGRESSION: DTMF generation problem
Description: 
Zaptel don't send DTMF tones correctly on FXO lines. For instance when
trying to dial out a number.

We are back to square 1 -- now when someone calls in, it hangs up,
but I can no longer make outgoing calls again.  Is there an intermediate
value or some other
fix to get this going?
