Summary:                    tz setting in general context is ignored
Description: 
When setting "tz=<some valid zonemessages zone>" in the general context in
voicemail.conf it is not used.  The voicemail timestamp reports the time in
the system timezone.

You are correct.  That option is not settable in the general section. 
However, I checked voicemail.conf.sample, and it does not appear to imply
that it is available as a global option ...
