Description: 
Zaptel don't send DTMF tones correctly on FXO lines. For instance when
trying to dial out a number.

I can confirm that the changes in r3881 have fixed my problems.  Testing
was done using Zaptel-1.4.9.1.  Without this fix, I can't reliably dial out
over the PSTN.
