Description:
Zaptel don't send DTMF tones correctly on FXO lines. For instance when
trying to dial out a number.

Just as a possible progress note, I analyzed the tones that make up both
the 9 and * in the recording that pbwolf uploaded...
In the bad 9 tone, there are 3 clear peaks - 625Hz, 852Hz, 2329Hz. The
middle peak (852Hz) is low tone for the digit 9, and the other 2 when added
and divided by 2 end up as 1477Hz - which is the high tone for 9.
Perhaps even more interestingly, 1477 - 852 is 625, and 1477 + 852 is
2329.
All of the above is also true for the bad * tone.
