Zaptel don't send DTMF tones correctly on FXO lines. For instance when
trying to dial out a number.

The attached file zaptx-bad9*.ogg is a ztmonitor capture of strange DTMF
tones pursuant to issue number 12059, which was closed with the suggestion
that the ztmonitor capture be attached to this issue.  To recap 12059, the
peculiar DTMF is coming from Zaptel+Asterisk built on Fedora 8 x86-64.
