Matt- I added a bunch of little parms for RLT and for Gen digits...Let me
know what you think. I also clean up some of the TCP SS7 code.

Alan, I'm going to close this one for now.  I think we should probably open
up a new bug note for the SS7 over TCP support to further discuss that
portion separately.
