Hi, 
Here is the patch to add new app WaitForNoise to accompany WaitForSilence
app.
WaitForNoise has been implemented in the same module as WaitForSilence
(app_waitforsilence) to use common code and avoid copy-paste.
The patch itself incorporates the patch from issue # 0011235 so you can
use just this one if both bugs are applicable :)

Not quite yet.  It's an entire API for a single setting.  If we're going to
do this, then it needs to be generic for a whole host of possible settings,
even if the others aren't yet implemented.
