This patch adds initial support for secure RTP using libsrt[1]. It can
be used in for example an implementation of the sdecriptions draft[2].

While I want to agree with aanderson that Asterisk is indeed influential
enough to cause hardware manufacturers to start supporting something that
Asterisk supports, I'm going to mostly disagree with that. I think in the
case of dealing with security issues though, it is much better for us to be
on the side of what the community/manufacturers are already supporting and
what they plan on supporting in the near future.

As otherwiseguy mentions, the existing code will continue to exist in SVN
trunk, and we can even continue to work on it separately outside of the
rest of SRTP if we deem it beneficial to get MIKEY support into Asterisk.

Since this issue has been open for so long, I'd prefer to break out the
MIKEY support into a separate issue from the rest of the code, and get what
we have into Asterisk (since it all seems so close), and move this
forward.

Plus, it seems the features that MIKEY provides us is actually able to be
performed without MIKEY. Not all good ideas make it all the way to full
adoption, and it may be the case that MIKEY is one of those that just
doesn't make it.
