This patch adds initial support for secure RTP using libsrt[1]. It can
be used in for example an implementation of the sdecriptions draft[2].

blitzrage: that is the question.  :-)  My impulse is to remove it.  If for
some reason there ever was a vendor that supported MIKEY, we would still
have the code in svn history and could try to fix it when we actually had
something to test with (besides the one implementation of minisip--which is
where the mikey libraries actually come from).

But, the main thing is that I would like to get this code in soon, and w/
the lack of testing options for the MIKEY stuff, and the fact that the code
isn't currently ready, then it could take a while.  There is no way that we
are going to put in untested, possibly broken code into the tree. (on
purpose!)  So, it boils down into how soon we would like to get SRTP into
the main codebase.
