Summary:                    svnbot no longer logging all commits
Description: 
At some point, the mantis checkin functionality was modified to only note
the first commit message that referenced the issue.  While this change was
to avoid logging commits that aren't very useful (such as merges to dev
branches), this has had a very negative side effect.  If the fix goes into
multiple release branches, you only see the commit to the first one.  We
really need to log when the fix went in to _every_ release.  So, I would
like to have this changed back to the way it was before.

Add a team parameter to the mantis script delivered from the svn hook
script. Allows for an easy way to determine if a commit is to a team/group
branch or not. This commit in combination with the minor change in the svn
hook script should enable all commits to be logged to Mantis for each
branch once again.
