Summary:                    svnbot no longer logging all commits
Description: 
At some point, the mantis checkin functionality was modified to only note
the first commit message that referenced the issue.  While this change was
to avoid logging commits that aren't very useful (such as merges to dev
branches), this has had a very negative side effect.  If the fix goes into
multiple release branches, you only see the commit to the first one.  We
really need to log when the fix went in to _every_ release.  So, I would
like to have this changed back to the way it was before.

I'm fine with that, too, as long as we get the messages back for all
release branches
