Description: 
Patch included.

I'm not a QoS/ToS/CoS expert, but I tried to improve readability of this
file. I can't vouch for the technical accuracy of my changes, but I'm
hopeful they improve rather than detract from the readability of this
file.

I'm unfamiliar with TeX, so I don't know how to verify that the
presentation (line wraps, etc) are right.
