Summary: [patch] add more bandwidth settings to the SDP
Description:
Hi! The patch adds more bandwith settings to SDP:
1. add b=TIAS:..... (the standard conform way, RFC3890)
2. add the MaxBR parameter to H263P SDP line. This is an obsolete method
but does work fine with eyebeam/xlite.

The BW setting can be applied in sip.conf using the global parameter:

maxcallbitrate_h263p=x    ; x= kbit/s
                          ; e.g. 80 kbit is fine for SIP<-->H324M calls

I'm going to suspend this for now due to a lack of response. If someone can
determine whether the videocaps branch includes this support or not, please
request to have the issue reopened and we can move this along if necessary.
Thanks!
