No.. 13927 was marked as a dupe of 13786, so additional comments should be
made on 13786.  As I was a commenter on that bug, I should have the ability
to re-open it, to add feedback (specifically, "this is serious, a major
bug, and there should be a new Asterisk release specifically with this
patch applied").
