Summary:                    SLA not working in 1.6.0. Beta7.1
Description: 
SLA feature not working.  When attempting an outgoing call, it hangs for
about 10 sec then reports "Local/disa at line1_outbound-xxxx;1 is
circuit-busy"

This problem appears to be specific to certain computers, and / or zaptel
versions.  On the machine I'm using now it works fine.
