Summary:                    SLA not working in 1.6.0. Beta7.1
Description: 
SLA feature not working.  When attempting an outgoing call, it hangs for
about 10 sec then reports "Local/disa at line1_outbound-xxxx;1 is
circuit-busy"

While preparing the debug dumps I learned that the problem usually goes
away when the debug is running and tee'd to the verbose text file.  As soon
as the debug is turned off, the problem returns.  Could this be a timing
issue that is less severe when the system is running slower while dumping
to the the debug file?  As a thought I searched all three files for
timeouts and found one in the 1.6 Bad file, see this one line in
timeout.txt.  It doesn't occur in the other two files.
