Summary:                    [patch] User-User IE misplaced in SETUP
Description: 
User-User IE is misplaced in SETUP message.

The error is located in q.931.c setup_ies array declaration : in order to
respect IE correct order, User-User should be after Redirecting Number and
before Sending Complete. Reference : Q.931 4.5.1 "Coding Rules".

As a consequence, the receiving equipment may (and some happen to do)
ignore following IEs. Reference : Q.931 5.8.5.1 "Information element out of
sequence".

These rules are unchanged in ETSI ETS 300 403.
