Description:
Possibly a bit rough, but so far it passes tests for
core and native bridging. P2P appears to need some
work, but I thought I might have enough to solicit
feedback.

Patch V5 applies to SVN Trun 82400 with fuzz and no rejects.
The code comiples without error or warning and passes the
following tests:
1. Skinny phone allowed to re-invite (Native)
2. Skinny phone not allowed to re-invite (P2P)
3. Skinnt phone allowed, but with non-standard packetization (Core)
Tested against SIP<>Skinny, Skinny<>Skinny
