Summary: bug in time-zone with daylight saving time
Description:
apparently, the epoch returned by STRPTIME isnt correct.
Here's a discussion with corydon on IRC.
Even if we specify the tz, the epoch returned isnt correct.
this is due to DST (daylight saving time) in north america.
