Summary:                    TImebased rules wizard does not reload rule "start
hour".
Description: 
Subsequent edits of a time based rule do not populate the rule wizard
fully. All values except the start hour and reloaded.

Also Month/Date should not be mandatory.

Forgot to add. If you correct the start hour, the value is written to the
config correctly.
