Summary:                    VAD in meetme
Description: 
With trunk, when a conf is non-talking, the VAD is automatiquely enabled.
We should have an option do disabled it (to be 1.4 compatible), cause if
some users are talking really low (but still talking), the dsp detects
they're not talking anymore and the VAD is starting resulting is a really
choppy conversion for the whole conf.
