Summary:                    [patch] Added a talk request for user in mute
Description: 
First: I couldn't understand why app_meetme uses f = ast_read_noaudio(c),
it kept from being able to accessing menu while in mute.
Second: I added the capability for user in mute to request talking, it
reflects on cli.
