Summary:                    zapconf does not complete if a system has no usb
Description: 
trying to run zapconf on a server with no usb, I get the following error:

Failed to open /proc/bus/usb/devices: No such file or directory at
xpp/utils/zconf/Zaptel/Hardware/USB.pm line 88.

and zapconf seems to stop there.
