Description: 
"dialplan reload" is reloading only extensions.conf

Probably it's the desired behaviour, but shouldn't it reload
extensions.ael too ?

Hrm the CLI command actually comes from pbx_config, and there is no way I
know of that it could be moved elsewhere and used just to reload pbx_config
and pbx_ael but I'll assign this to murf to make a final decision.
