Summary:                    Support for Queued 182 messages
Description: 
When we use AudioCodes FXS gateway with callwaiting enabled the AudioCodes
will send an 182 QUEUED repons to asterisk.
Asterisk doesn't correctly handle this causing the calling party not to
playback a ringing tone.
