Summary:                    Fix Round Robin Routing Allow 1 Up Port
Description: 
currently RR will not work when there is one up port as it wont wrap round
to itself this is not nice when there 2 ports and one is down all calls
will fail when moving onto the second port ...

allow one pass over the start_port in case it is down and others are up....
