This patch adds initial support for secure RTP using libsrt[1]. It can
be used in for example an implementation of the sdecriptions draft[2].

kla960 I have downloaded an tried PhonerLite 1.37, and I can't reproduce
the error you get. I'm seeing "RTCP Read too short" warnings, maybe because
PhonerLite doesn't encrypt RTCP, but it doesn't seem to affect the RTP
bridge.
