Summary:                    chanisavail always returns the same status
Description: 
After calling ChanIsAvail from within the dialplan, ${AVAILSTATUS} always
returns 0 whether the device is offhook or not.

Well, that's new information.  Digium tech support was not aware of this. 
They thought it should get the status without dialing.
