Description: 
data calls through a zaptel pri connection require the spans to have
overlapdial to be set to blank or no to work, overlapdial=yes makes the
termial equipment to send a busystatus with cause code 88.

I don't know if I understand what's going on here.  You are having a
parameter out of range in response to an outbound SETUP message, and in the
other case you're showing an inbound call that is working just fine.  It
looks like two separate cases you're showing which are not enough to
correlate.
