Summary:                    Q.931 on PRI connection to analog PBX causes hangup
when receiving a call
Description: 
In a setup with Asterisk connected via PRI to a Tenovis PABX, extension
dialed start ringing (only 1 ring), then Q.931 hangs up incoming calls due
to a protocol error.Outgoing calls work as well.The switch type is set to
euroisdn.
The error seems to be a message not compatible with call state (101) that
generates the hangup

It would appear that the switch at the other end is sending this inresponse
to the RELEASE which we send in response to the DISCONNECT we receive from
the other end.  Why it would do so, I'm not sure, but it looks like the PBX
at the other end is initiating the call hang up, since it is sending the
DISCONNECT, and we are not.
